Gladys was born on June 11, 1949 to Elmer and Macy (Sanwick) Witikko. She was raised and received her education in Linton, ND. During her teens, her family moved to Tappen, ND, for a year where she met Virgil Harter whom she later married on July 3rd, 1967.

She enjoyed gardening, having show horses with the children, hosting family events and holidays, and being on bowling teams.
During her youth, she lived on a farm where she loved the outdoors and riding horse. Her daily chores included feeding the horses, cows and chickens. Her relationship with her siblings growing up was tight knit, over all these years she would speak to Sandra on a daily basis but her bond with her twin Gloria could not be matched. Glady's gentle reminder of being born first always kept an upbeat nature their kinship.
